About the author: LAWRENCE J. HOGAN, A.B., M.A., J.D.
Lawrence J. Hogan is an adjunct instructor in the Federal Emergency Management's "Consequences of Terrorism" course. He has been developing and teaching courses for both the Emergency Management Institute and the National Fire Academy since 1982.
His career in public service includes two years as a member of the Maryland Governor's Commission on Law Enforcement and the Administration of Justice and six years as a US Congressman from Maryland. During his service in the US Congress, he played a leading role in the enactment of the District of Columbia Court Reorganization and Criminal Procedures Act (D.C. Crime Bill) and in the revision of the Federal Rules of Evidence.
From 1978 to 1982 he was the elected County Executive of Prince George’s County, Maryland. He served with the Federal Bureau of Investigation for ten years and received eleven commendations.
Mr. Hogan retired from the practice of law in 1993. He taught law courses at the University of Maryland for many years.
He is the author of “Legal Aspects of the Fire Service,” “The Osage Indian Murders,” “The Ghost of Harmony Hall” and was the editor of “Finally Heard, Heroines of the Uncivil War,” and “Terrorism: Defensive Strategies for Individuals, Companies and Governments.”
Mr. Hogan received Bachelor of Arts and Juris Doctor degrees from Georgetown University and a Master of Arts degree from the American University. He has pursued further graduate studies at the University of Maryland and San Francisco State University.
